Kovor Dale was born to a mother who was evacuated to Starbase 375 after the Dominion-directed genocide on Cardassia Prime. Dale's father, a Glenn in the Cardassian military, was killed in action above Cardassia Prime during the joint Alpha Quadrant retaking of the Cardassia system in 2375. His mother, already pregnant, was deemed important enough to the future of the Cardassian people that she was rescued by one of the first refugee ships off the planet. Her transport made it as far as Starbase 375, where refugees would be funneled to different planets in the Federation and Klingon Empire. While waiting for the second transport, Dale was born. The newborn and his mother were eventually relocated to Trill. Dale and his mother were granted permanent Federation residence in 2380 and became citizens of the Federation in 2385. Always grateful for the Federation medical personnel who saved him and his mother, Dale completed medical school in 2397 and entered Starfleet Academy.
